The Child Support Enforcement Program is a partnership among federal and state government agencies and the private sector, which works to locate non-custodial parents, establish orders for child and medical support, and collect child support payments.

 As an employer, you are key to the success of the program and play an important role in ensuring the financial security of millions of children and families by working cooperatively with child support enforcement agencies.

Federal and state laws require you to report new hires, honor and implement Income Withholding for Support (IWO) orders/notices and the National Medical Support Notice (NMSN), respond to requests for verification of employment, contact the child support agency when the employee terminates, and for some states, to remit your child support payments electronically. Attending this workshop will benefit payroll and HR professionals by helping them satisfy these requirements while discovering new technologies that will assist their efforts.

Specific areas covered in this presentation include:

  • The impact of recent changes to the Income Withholding for Support (IWO) order/notice and ways to determine if you have all the information needed to honor the IWO;
  • What to do when you receive a NMSN and whether the employee’s income will allow for the withholding;
  • Where to locate information about state requirements relative to lump sum payment/bonus reporting;
  • New legislative requirements pertaining to New Hire Reporting; and
  • Ways to streamline the processing of payments through electronic funds transfer (EFT).

In addition, you will learn where to find the resources needed to answer state specific and federal policy-related questions key to the efficient handling of child and medical support correspondence.

About the speakers:

Lynnetta Thompson
Lynnetta Thompson has been with the Federal Office of Child Support Enforcement since 1999. She worked as an IT Specialist in the Division of State and Tribal Systems where she conducted systems certification reviews and audits for states within the mid-western region before joining the Employer Services Team in 2004. She currently works with the team in assisting states and employers on issues involving new hire reporting, electronic Income withholding, medical support and other child support related issues. Prior to joining OCSE, she worked for 13 years in human resources.

Nancy Benner
Nancy Benner is a Senior Associate at the Center for the Support of Families, working onsite at the Federal Office of Child Support Enforcement where she heads up the EFT/EDI project to encourage employers to send their child support payments electronically. For this work she received the “Government Partner” recognition award from the APA at their 2003 annual Congress. She is also responsible for the development of publications and other materials to promote employer awareness and compliance in child support requirements, like new hire reporting and income withholding.
